In the early 1800s, during a period of westward migration after the American Revolution, several Quaker families from North Carolina settled along the East Fork of the Whitewater River. Born September 2, 1954, in Richmond, to Warden and Doris Cottongim Mills, Rebecca was a life-long resident of Richmond. She was an LPN at Golden Living Center/Golden Rule and the Richmond State Hospital. Rebecca was a member of St. John Lutheran Church. Survivors include her companion, Janet Love of Richmond; sisters, Linda Retter of Fountain City, Indiana, and Loretta Mills of Lynn, Indiana; nieces; nephews; and her dog, Jojo. She was preceded in death by her parents and brother, Michael Mills. Visitation for Rebecca J. Mills will be from 1 to 2:00 p.m. Saturday, November 1, 2014, at St. John Lutheran Church, 501 South 7th Street, Richmond. Funeral service will be at 2:00 p.m. Saturday, November 1, 2014, at St. John Lutheran Church with Pastor Jim Culver officiating.
