The settlement was filed Friday in federal court, where judges would need to approve it before any changes take effect. The Los Angeles Times reports that an estimated 4,300 inmates who form the backbone of the prison system's menial labor force could start earning sharply reduced sentences as early as January. Perhaps the biggest job was in Camarillo, about 50 miles northwest of Los Angeles, where a mudslide made 13 homes uninhabitable Friday. The debris flowed down a hillside burned by wildfire last year. In Northern California, residents of two trailer parks in Redwood City were bailing floodwaters, while Sonoma County residents were relieved the Russian River didn't overflow its banks.

    The video, which was shot Tuesday, shows the deputy standing over 51-year-old John Madison Reyes, of Carmichael, who is lying on his side on the ground, at the intersection of Fair Oaks Boulevard and Landis Avenue in Carmichael. "There are portions of that video that clearly have caused me concern," Lewis said Wednesday. Reyes has been arrested in the past for drug possession and carrying a concealed weapon. A sheriff's spokeswoman said Reyes was booked into jail and released -- cited only for resisting arrest.

    CARMICHAEL- A mystery in Carmichael. Two bodies were found inside a home along Kenneth Avenue Friday morning. First responders were initially called to the home, which is near Walnut Avenue, because of reports of a man not breathing. Deputies will only say the man appeared to be in his late 40s, and the woman in her late 30s. Anyone with information is asked to call the Sacramento County Sheriff's Department at 443-HELP. Tip information may also be left anonymously at www.sacsheriff.com, by texting 274637 .
