Originally home to the Abenaki Native Americans the first Europeans arrived in Dover in 1603.     The average Dover family may owe $68.42 more on their property tax bill if the proposed school budget for fiscal year 2016 is approved as is, according to Daniel Lynch, the city's finance director. Lynch said on Monday that Superintendent Dr. Elaine Arbour's proposed increase of $723,722 in the property tax levy for the school district would mean an approximate 26-cent increase in the tax rate.
