    Volkmann made his decision on Thursday following a week-long resentencing hearing. District Attorney Jeff Rosell said Marquez was the first person in California to file a petition under SB9, a bill signed into law by Gov. Marquez was 17 years old at the time of the homicide. Huante was an 18-year-old Cabrillo College student. Marquez was a member of the Sureno criminal street gang and later associated with the Mexican Mafia once in prison, Rosell said. SB9, also known as California Fair Sentencing for Youth, became state law in January 2013.
