    Gov. Dannel P. Malloy on Monday said his "Second Chance Society" plan to change how the state treats low-level crimes would include more funding to steer students toward counseling and away from juvenile detention. Malloy's proposal, which requires legislative approval, calls for $2 million over two years to expand the state's School-Based Diversion Initiative to an additional 36 to 48 schools that would agree to take a less punitive approach to discipline and connect more at-risk students to mental health services, state officials said.

The lockdowns were lifted just before 9 a.m., said Paul Guidone, chief operating officer and chief of staff for Waterbury public schools.
